Position Title: Communications Officer – Senior & Vulnerable Persons Navigator, Regular Full Time

Department: Corporate Information Services - Communications

Location: Civic Centre

Reporting to: Manager, Communications

Bargaining Unit: Non-Union/Confidential

Salary Range: $70,318 to $74,019

JOB SCOPE

The Communications Officer plays a dual role in supporting municipal communications and ensuring that seniors and other vulnerable residents have access to the services and information they need. This position works closely with multiple departments, particularly Public Works and Transit. It collaborates with the 311 services team to bridge communication gaps, increase awareness of municipal programs, and facilitate timely assistance for seniors and other at-risk populations.

MAIN FUNCTIONS

Communications Support:

  • Develop, edit, and distribute content (e.g., newsletters, social media posts, website updates) related to Public Works, Transit, and other municipal departments. 
  • Assist with the planning and implementation of communication strategies, ensuring messages are clear, accessible, and targeted to relevant audiences.
  • Maintain consistent branding and tone in all public-facing materials, coordinating closely with the broader communications team.

Seniors & Vulnerable Populations Outreach:

  • Act as a support to 311 inquiries for seniors and other vulnerable residents seeking municipal information, access to programs or services.
  • Collaborate with the 311 team to respond to inquiries, provide accurate information, and follow up on service requests or concerns affecting vulnerable individuals.
  • Organize and participate in outreach initiatives, such as community events and workshops, to enhance awareness of available municipal programs and resources.
  • Identify gaps in communication or service delivery for seniors and work with relevant departments to propose improvements.

Stakeholder Engagement & Coordination:

  • Maintain strong working relationships with internal stakeholders (e.g., Public Works, Transit, Water) to ensure alignment of messages and prompt resolution of issues. 
  • Coordinate with external partners (e.g., community organizations, health services) to establish referral pathways and expand support networks for seniors.
  • Gather feedback from seniors and vulnerable groups, sharing insights with leadership and relevant teams to inform policy decisions and enhance service delivery.

Content Creation & Accessibility:

  • Assist in developing plain-language materials tailored to seniors and other vulnerable audiences, ensuring compliance with accessibility standards.
  • Support the creation and dissemination of print and digital resources (e.g., brochures, flyers, infographics) to reach audiences with varying levels of digital literacy.

MINIMUM QUALIFICATIONS (Must include copies of the items listed below)

  • Diploma or bachelor’s degree in Communications, Public Relations, Journalism, or a related field.
  • An equivalent combination of related experience and education may be considered.
  • Experience in communications, community outreach, or customer service role.
  • Proficiency with common communications tools and platforms (e.g., social media, website content management systems, design software).
  • Criminal Records Check verification is required as a condition of employment. Vulnerable sector check may also be required for those working with vulnerable populations.
  • Medical assessments including but not limited to physical, vision, and hearing tests may be required. The assessments must show the capacity of performing tasks of the classification. This will take place at a later date.

PREFERRED QUALIFICATIONS

  • Experience working with seniors or vulnerable populations is an asset.
  • Familiarity with municipal services, programs, and community resources, particularly in Public Works and Transit, is preferred.

ADDITIONAL QUALIFICATIONS

  • Emergency First Aid/CPR-A/AED

KNOWLEDGE, SKILLS, AND ABILITIES

  • Basic understanding of accessibility standards and best practices for reaching seniors and individuals with varying digital literacy levels.
  • Ability to work with tight deadlines with accuracy for external communications.
  • Compassionate approach to working with seniors and vulnerable persons; ability to handle sensitive inquiries with empathy and professionalism.
  • Excellent organizational and multitasking skills, with an ability to manage competing deadlines and priorities.
  • Strong interpersonal skills to foster collaboration with internal teams and external community partners.
  • Competence in collecting and analyzing data to inform communication strategies and improve service delivery.
  • Willingness to engage in continuous learning and adaptability to evolving departmental needs.
